we're limiting signs and frames in spawns punks

there's a whole bunch of unneeded stuff building up and making spawn lag a bit, so we're gonna ask y'all to start to take down frames and signs that aren't vital to shops and stuff

sky and i have thought up a possible solution to clear it up besides that, but for now this is going to have to work in the time being
